- Add ROUTER_MCP, ROUTER_MCP_BIND_IP, ROUTER_MCP_BIND_PORT config flags
- When enabled, start an MCP server inside the Router Node and proxy requests into existing router APIs
- Default to MCP disabled; no behavior change for existing deployments unless flags are set
