Any reason why pypi source being used? archlinux guidelines for python package suggest using upstream source such as github wherever possible |

This PR adds a recipe for the PyJess package, providing the JESS template-matching algorithm. I already added BioArchLinuxBot as a co-maintainer of the recipe on the AUR.
