Reported issue receiving buildbot failure emails

In this thread, @wangpc-pp is reporting not receiving buildbot failure emails from the failing RISC-V buildbots (in this case all of the rvv ones failed, which are all on the production 'buildmaster'). I don't know if @gkistanova there is anything you can check to rule out issues on the LLVM buildbot infra side?

Extra info:

• Here is an example of one of the builders going from green to red, that does have wangpc-pp on the blame list
• The commit does have an email address associated with it
• Others have received failure emails from these builders successfully in the past week or so

Spam filtering of some kind stopping them reaching @wangpc-pp's mailbox seems like a promising theory, but I wanted to double check if possible there isn't another reason.

I am not sure if it is because of the filter, because I can receive failure notifications from other buildbots.
