keyboard International EUA with dead keys problem #70

Mint 22.3
Keyboard English (EUA,int, with dead keys)
The cecedil key ' + key c (c+') now is ć
In the previous version work correctly key ´ + key c (c+') is cedilla
The same happens with the ' + C turns Ć
If I use the Timeshift to return for the previous version, all work again, but if I update again to 22.3 the bug ocorrus again.
