remove internal ci_is_equal #246
Description
src/server/detail/pct_decode.hpp and
src/server/detail/pct_decode.cpp define a variant of boost::urls::grammar::ci_is_equal because of a bug we had in Boost.URL. This can be removed because the bug has been fixed in boostorg/url@b5a940f.
